It’s been four years - four years of tough economic sledding - since the El Paso Water Utilities has asked for a rate increase. This year, utility officials are proposing a 3-percent increase, which would raise the average residential ratepayer’s bill by $1.18 a month. That average customer pays $40.21 a month.

We believe a rate increase is both justified and needed.
